A Kennebunk photograph taken at Gooch’s Beach on May 17 lands on my desk. A group of people gathers near the water. There are folding chairs, a folding table, and enough supplies to suggest that whatever is happening is not spontaneous. Most striking of all are the hats: tall, pointed cones in shades of blue and red.

The scene immediately raises questions.
